About Punjab Clean Air Program (PCAP)
The Punjab Clean Air Program (PCAP) is a transformative initiative launched by the Government of Punjab in collaboration with the World Bank Group. The program is being executed under the Transport & Mass Transit Department (T&MD), with the overarching goal of reducing air pollution, enhancing environmental quality, and protecting public health. The initiative aligns with the broader vision of building a cleaner, healthier, and more sustainable Punjab by addressing one of the most pressing challenges of modern urban life: deteriorating air quality.
Punjab, especially Lahore Division, has faced significant air quality concerns due to rapid urbanization, vehicular emissions, industrial activity, and unsustainable transport practices. The overall Program Development Objective (PDO) of PCAP is to strengthen air quality management and reduce population-weighted PM 2.5 annual average exposure. This ambitious goal reflects a commitment not only to better public health outcomes but also to advancing Pakistan’s compliance with international environmental standards and global climate objectives.
Through PCAP, the Government of Punjab is actively working to:
- Reduce harmful emissions by encouraging the adoption of clean and sustainable transport systems.
- Improve air quality through regulatory reforms, improved monitoring, and innovative environmental solutions.
- Enhance public health by minimizing exposure to hazardous pollutants.

To implement the project efficiently, the Program Implementation Unit (PIU) has been established under the T&MD. The PIU is responsible for hiring qualified professionals, consultants, and technical experts who can contribute to the program’s success. Key Responsibilities
The Accounts Officer will play a vital role in ensuring effective financial management of PCAP. The responsibilities include:
- Preparing, maintaining, and reconciling accurate financial records in line with project and donor guidelines.
- Assisting in preparation of monthly, quarterly, and annual financial reports for submission to stakeholders, including the World Bank.
- Managing project-related accounts, ledgers, and budgetary control systems.
- Supporting audits and facilitating timely financial reviews as per procurement and donor requirements.
- Ensuring compliance with public financial management laws, donor regulations, and international accounting standards.
- Coordinating with the Financial Management Specialist to ensure smooth flow of funds and timely disbursements.
- Reviewing expense claims, verifying documentation, and ensuring adherence to internal controls.
- Contributing to capacity building of the PIU team in financial practices and procedures.
Eligibility Criteria
Applicants must meet the following requirements:
- Bachelor’s or Master’s degree in Accounting, Finance, Commerce, or a related discipline from a recognized institution.
- Demonstrated professional experience in accounting, auditing, or financial management (preferably in public sector or donor-funded projects).
- Strong understanding of accounting principles, financial regulations, and public sector practices.
- Proficiency in accounting software, ERP systems, and MS Office applications.
- Excellent analytical, organizational, and communication skills.
- Ability to work within strict timelines and manage multiple tasks effectively.
