Key Responsibilities
- Lead the design and stewardship of M&E and QA frameworks aligned with MSDS, regulatory mandates, and PHC’s strategic plan.
- Establish indicators, baselines, targets, and KPI dashboards to track performance of facilities and PHC programs.
- Direct quality audits, analyze inspection findings, and implement Corrective and Preventive Actions (CAPA) with rigorous follow‑up.
- Develop and institutionalize SOPs, toolkits, and guidelines for QA, patient safety, incident reporting, and continuous improvement.
- Collaborate with licensing, enforcement, and training units to integrate QA insights into policy, compliance, and pricing decisions.
- Oversee data governance, analytics, and report writing; present evidence‑based recommendations to senior leadership/Board.
- Build capacity through training, mentoring, and knowledge transfer to regional teams and facility focal persons.
- Manage program budgets, procurement inputs for QA/M&E tools, and vendor engagements for digital data systems.
- Represent PHC in inter‑agency working groups, professional forums, and stakeholder consultations.
Eligibility & Qualifications
- Education (any one of the following):
- MBBS/BDS/Pharm‑D with a postgraduate qualification in clinical subjects; OR
- 18 years of education in Public Health, Health Management, Health Information, Business, or Total Quality Management (TQM), or an equivalent postgraduate degree from HEC/PM&DC recognized institutions.
- Experience: Minimum 12 years of relevant, progressively responsible experience in M&E, QA, clinical governance, health regulation, or hospital quality systems. Experience leading multi‑site or province‑wide programs is strongly preferred.
- Professional Skills: Outcome‑focused M&E design (theory of change, logframes), standards and quality systems (MSDS/ISO/TQM), audit and compliance, health informatics, statistical analysis, data visualization, stakeholder engagement, technical writing, and people leadership.
