Job Detail Section
As Director General Legal, you will provide authoritative legal direction across CCP’s enforcement, adjudication, and regulatory activities. The role centers on interpreting and applying the Competition Act, 2010, associated rules and regulations, competition jurisprudence, and cross-sector statutes relevant to market conduct. You will advise Members/Commission on legal and regulatory issues, lead high-stakes drafting (orders, rules, regulations, policy notes), and ensure that the Commission’s legal work product is precise, timely, and defensible before appellate forums and superior courts.
You will manage external counsel where appropriate, mentor and appraise in-house legal teams, and drive process discipline in pleadings, evidence handling, and record-keeping. The Director General Legal also contributes to strategic planning—aligning litigation posture with policy priorities, strengthening advocacy with robust legal analysis, and supporting merger review, cartel/abuse investigations, and leniency or settlement frameworks where applicable. The position suits a senior legal leader who balances courtroom gravitas with collegial leadership and who can communicate complex legal ideas clearly to internal and external stakeholders.
Eligibility Criteria
- Academic Qualification:
- Minimum LLM from an HEC-recognized or reputable foreign university; PhD in Law and/or Barrister-at-Law preferred.
- Experience:
- At least 15 years professional legal experience with LLM; or 10 years professional experience with PhD (post-qualification).
- At least 10 years of High Court standing.
- Professional Strengths:
- Strong understanding of Pakistan’s regulatory regime and legislative drafting (rules, regulations).
- Comprehensive command of competition law (Competition Act 2010, rules, regulations, and jurisprudence).
- Demonstrated professionalism, discipline, integrity, and excellent written/oral communication, research, interpretation, and representation skills.
- Proven leadership and teamwork capabilities, including mentoring and performance management.
Key Responsibilities
- Render legal and regulatory advice on matters placed before the Commission; undertake tasks assigned by the Commission involving legal issues.
- Draft and vet rules, regulations, orders, and other legal instruments; ensure quality and consistency.
- Provide legal assistance in adjudication processes, including pleadings, evidence, and hearing support.
- Represent the Commission before judicial forums, including the Competition Appellate Tribunal and High Courts (as per authorization/need).
- Provide legal opinions on complex corporate and competition matters; support policy and advocacy with rigorous legal analysis.
Terms & Selection
