The Public Private Partnership (PPP) Support Facility (PSF) is a not-for-profit public-sector company wholly owned by the Government of Sindh, incorporated under Section 42 of the Companies Act 2017. The Facility plays a crucial role in enabling sustainable infrastructure development by bridging the gap between the public and private sectors through effective Public Private Partnership (PPP) frameworks.
The organization is now seeking an experienced and visionary professional for the role of Chief Executive Officer (CEO) to lead strategic planning, strengthen PPP frameworks, and manage major infrastructure and urban development projects across Sindh.
About PPP Support Facility
PPP Support Facility Sindh serves as the backbone for the province’s PPP initiatives by providing financial, technical, and legal support to line departments. The organization ensures transparent and efficient project execution in sectors like water supply, sanitation, transportation, energy, health, education, and municipal services.
The CEO will work under the guidance of the Board of Directors and lead a team of multidisciplinary professionals to ensure high standards of governance, accountability, and project delivery excellence.
Key Responsibilities
The Chief Executive Officer (CEO) will be responsible for:
- Leading corporate strategy, policy direction, and operational execution of PPP Support Facility Sindh.
- Overseeing the identification, structuring, and implementation of PPP projects in coordination with government departments and private investors.
- Ensuring effective management of financial risks and the Viability Gap Fund (VGF) for ongoing and upcoming projects.
- Developing partnerships with multilateral institutions, donor agencies, and private investors to mobilize project financing.
- Supervising technical, financial, and legal teams to ensure compliance with PPP frameworks and government regulations.
- Representing the organization in public forums, policy meetings, and with stakeholders across Pakistan.
- Promoting innovation, performance culture, and capacity building within the organization.
Qualifications
Candidates must possess one of the following:
- Membership of a recognized body of professional accountants (CA, ICMA, ACCA, etc.), OR
- A Master’s degree preferably in Accounting, Finance, Economics, Business Administration, Investment Management, Project Development, or Corporate Finance from an HEC-recognized institution.
Additionally, the candidate must have at least 12 years of relevant professional experience in the public or private sector, preferably in leadership roles involving PPP project management, corporate finance, or infrastructure development.
Strong knowledge of project finance, government frameworks, and risk management is essential.

- Demonstrated expertise in PPP frameworks, project structuring, and investment planning.
- Deep understanding of public policy, infrastructure finance, and regulatory environments.
- Excellent communication, negotiation, and stakeholder management skills.
