The National Disaster Risk Management Fund (NDRMF) is a state-owned enterprise providing grants for projects that enhance Pakistan’s resilience to climate and natural hazards while strengthening the government’s ability to respond swiftly to disasters. Working with federal and provincial stakeholders as well as international development partners, NDRMF finances risk reduction, preparedness, and climate adaptation initiatives across Pakistan.
Role Overview
NDRMF seeks a charismatic, visionary, and results-driven Chief Executive Officer to lead a committed, talented team and accelerate the Fund’s impact. Reporting to the Board, the CEO will set the Fund’s strategic direction, mobilize resources, deepen partnerships with multilateral/bilateral agencies, ensure robust fund governance, and deliver measurable outcomes in Disaster Risk Reduction (DRR), Disaster Risk Management (DRM), Climate Finance, and Climate Change Adaptation/Mitigation.
This is a high-visibility leadership position suited for an energetic executive who thrives on building high-performing teams, demonstrating effective governance, and translating national resilience priorities into bankable, high-impact programs.
Key Responsibilities
- Strategic Leadership & Vision: Define and communicate long-term, medium-term, and annual strategic plans with clear KPIs aligned to NDRMF’s mandate; anticipate sector trends, risks, and opportunities.
- Resource Mobilization: Lead fundraising from international development partners, donor agencies, and private sector channels; structure innovative climate-finance instruments and blended-finance solutions.
- Program & Portfolio Delivery: Oversee end-to-end project cycle—pipeline development, appraisal, implementation, monitoring, and results measurement—ensuring fiduciary compliance and value-for-money.
- Fund & Risk Management: Strengthen financial controls, risk frameworks, and performance management for a large, multi-partner fund portfolio.
- Donor & Stakeholder Engagement: Maintain strong, verifiable relationships with World Bank, ADB, UN agencies, and other international partners; represent NDRMF in national and global forums.
- Governance & Compliance: Uphold SOE governance standards and applicable laws, policies, and guidelines; enable transparent reporting to the Board and public stakeholders.
- People & Culture: Build a mission-driven culture; attract, mentor, and retain top talent; ensure diversity, equity, and inclusion in line with NDRMF’s values.
Required Qualifications
- Education: Minimum Master’s degree from an HEC-recognized institution in one of the following: Business Administration, Public Administration, Finance, Economics, Risk/Disaster Management, Environmental Sciences, Natural Resource Management, Insurance, or Social Sciences; OR be a member of a recognized body of professional accountants.
- Experience: Minimum 20 years post-qualification professional experience, including at least 5 years in a top leadership role within a large public sector enterprise, financial institution/fund, or reputable private organization.
- Exposure: Demonstrated success in fund mobilization/management, donor financing, or development finance—preferably in DRR/DRM/Climate Finance/Climate Adaptation or Mitigation; strong track record engaging multilateral/bilateral donors. International exposure in resource mobilization, fund management, or development programs is preferred.
