Eligibility (as advertised)

• Qualification: Minimum 16 years’ education in Finance/Accounting or a professional certification such as CFA / CA / ACCA / ACMA / CIMA.
• Experience: At least 12 years of relevant post-qualification experience in large-scale projects in public or private sector organizations. Candidates with PPP experience will be preferred.

Key Responsibilities

• Lead the end-to-end delivery of complex, capital-intensive projects under PPP modalities.
• Oversee project feasibility, financial modeling, risk allocation, procurement, and contract management.
• Coordinate with line departments, investors, lenders, advisors, and regulators to align objectives and timelines.
• Establish PMO discipline: scope, schedule, budget control, performance KPIs, reporting, and change/risk management.
• Ensure compliance with Government of the Punjab and P4A frameworks, guidelines, and audit requirements.
