The Karachi Water and Sewerage Corporation is seeking a highly experienced Chief Transformation Officer to lead one of the most significant organizational and service-delivery reform mandates in Pakistan. This role requires deep expertise in change management, digital transformation, and institutional reform, enabling Karachi’s water and sanitation services to move toward operational excellence, efficiency, and long-term sustainability.

As the Chief Transformation Officer, you will drive organizational, technological, and cultural transformation across the Corporation. You will oversee structured change initiatives within the Second Karachi Water and Sewerage Services Improvement Project (KWSSIP-2), ensuring stable adoption of new systems, improved consumer engagement, and enhanced institutional performance.

Key Responsibilities

• Lead end-to-end transformation programs aligned with KWSSIP-2 objectives.
• Develop and execute change management strategies supporting organizational modernization.
• Build stakeholder alignment across leadership, operations, IT, and external partners.
• Strengthen project monitoring, reporting, and implementation performance.
• Support the establishment and achievement of performance targets under the Performance Agreement between KW&SC and the Government of Sindh.
• Ensure structured adoption of the 2025–2028 IT Strategy and related service-delivery reforms.
• Guide teams across HR, operations, technology, and reform committees for successful institutional transition.

Qualifications

• Master’s degree (18 years of education) in Business Administration, Organizational Development, HR, or a related discipline.
• Certification in PROSCI, RCMP, or equivalent is an advantage.

Experience & Competencies

• 15–20 years of experience in change management, digital transformation, utility reforms, or large organizational restructuring.
• Strong track record in organizational turnaround initiatives.
• Proficiency in PMI/PRINCE2 methodologies and technology-driven transformation.
• Demonstrated strength in stakeholder engagement, communication, and cultural change.
• Understanding of Pakistan’s public-sector institutional landscape; donor-funded project experience preferred.
• Excellent interpersonal, facilitation, negotiation, and reporting skills.

Reporting Line

• Reports directly to the MD/CEO.
• Works closely with CITO, HR, Operations, Steering Committees, and KWSSIP leadership.
• Provides oversight to departmental focal persons involved in change management activities.
