Eligibility (as per service rules)

  • Education: Sixteen (16) years of education (2nd Division) in Public Policy or Public Administration from an HEC-recognized university.
  • Experience: 14 years relevant experience (8 years in public sector + 6 years in Higher Education sector on administrative position) including 3 years in ADP preparation and handling development schemes on Smart Monitoring Development Projects portal or other government portals; proficiency in Microsoft Office.

Skills Requirements

  • Development Planning & ADP: end-to-end planning cycles, PC-I/PC-II inputs, monitoring matrices, KPIs.
  • Data & Reporting: dashboards, variance analysis, evidence-based policy notes; advanced MS Office.
  • Govt Portals: hands-on with Smart Monitoring Development Projects or equivalent govt portals.
  • Leadership & Coordination: lead cross-functional teams; liaise with universities/colleges and S&GAD/Finance/Planning bodies.

Responsibilities

  • Lead planning & reforms for HED portfolios; align projects with sector priorities and ADP targets.
  • Prepare/ vet PC-I/PC-II documents, progress reports, and briefs for senior leadership.
  • Drive smart monitoring workflows and ensure data integrity on gov portals.
  • Coordinate with public universities/colleges and line departments for scheme approvals and implementation oversight.
  • Build capacity on project management, documentation standards, and compliance.
