The National Vocational and Technical Training Commission (NAVTTC), under the Prime Minister’s Office (Public), has invited Expressions of Interest (EOIs) from qualified and financially sound organizations to participate in Pakistan’s first performance-based innovation financing model in the skills sector—the Pakistan Skills Impact Bond (PSIB) under the PM Youth Employment Initiative (PSIB-YEI).
This initiative is designed to transform youth training and employment outcomes through a “pay-for-success” model. Investors fund the training programs upfront, while outcome funders reimburse only when youth achieve pre-defined results such as income generation or employment. The program aims to bring technically strong training providers together to deliver market-driven, impactful training across multiple high-demand sectors.
Purpose of the Expression of Interest (EOI)
NAVTTC is seeking technically capable, financially stable, and experienced Training Service Providers (TSPs), industry partners, international organizations, enterprises, and trade associations to deliver specialized, end-to-end, result-based training under PSIB-YEI.
This project focuses on skill development aligned with workforce demands and encourages innovative training models, inclusion of women beneficiaries, and partnerships that ensure high employment placement rates after training.
Eligible Sectors
Organizations may submit EOIs for the following sectors:
- Construction
- Hospitality & tourism
- Textiles & garments
- Healthcare
- High-tech IT including BPOs
- Renewable/green energy
- Agriculture & livestock
- Services sector
- Manufacturing
- Any additional sector with proven or expected high market demand
NAVTTC encourages submissions targeting women participation and sectors showing employment potential in the foreseeable future.
Who Can Apply?
Eligible applicants must be:
- Registered TSPs, industrial training providers, international organizations, enterprises, business entities, or trade associations
- Holders of valid trade certificates or in-process registration certificates with proof of payment
- Providers with verifiable infrastructure, training equipment, trainers, and capacity
- Active taxpayers with NTN
- Entities not blacklisted by any government institution
NAVTTC teams may visit proposed training locations to assess infrastructure and suitability.
Eligibility Criteria
Organizations should demonstrate:
- Proven experience in skills training, industrial trainings, or job placement services
- Preferably strong background in training-to-employment programs with verifiable client references
- Active MoUs or partnerships with employers/industry for post-training placement
- Availability of qualified trainers and adequate training facilities
- Audited financial statements (preferably last two years) to validate financial strength
- Safeguarding policies and gender inclusion frameworks

The deadline for submission is 15th December 2025.
Any proposal submitted after this date or not following the official submission method may be considered invalid.
