Organization & Role Introduction
The Higher Education Commission (HEC) leads Pakistan’s higher-education policy, funding, and quality assurance. Within the PM Youth Programme, the Green Youth Movement mobilizes students and universities toward practical climate solutions—waste reduction, energy efficiency, water stewardship, eco-innovation, and green entrepreneurship. The Finance Manager (PPS-09) acts as the project’s financial backbone: planning annual/quarterly budgets, monitoring burn rates, ensuring timely utilization against approved heads, and maintaining complete documentation for internal and external audits.
Key Responsibilities
- Planning & Budgeting: Prepare annual/quarterly budgets, cash-flow forecasts, and work-plan–aligned spending schedules; maintain a clear funds-allocation matrix for activities and provinces.
- Financial Operations: Process eligible expenditures in line with approved heads/SOPs; verify supporting documents; coordinate with procurement, HR, and admin cells for compliant payments.
- Compliance & Controls: Enforce financial controls (maker–checker, approvals, segregation of duties), maintain expenditure registers, and ensure adherence to relevant rules/policies.
- Reporting & Analytics: Produce monthly/quarterly financial statements, variance analyses, and utilization reports; maintain a reconciled audit trail for each transaction.
- Grant/Disbursement Management: Track campus/partner disbursements, confirmations, and liquidation; resolve exceptions with evidence-based clarifications.
- Coordination: Liaise with internal HEC units, universities, and partners to gather financial inputs and close queries; support donor/stakeholder reviews with accurate data.
- Audit Readiness: Compile vouchers, contracts, and asset registers; respond to audit observations with timely documentation.
- Tools & Systems: Use MS Office for models/dashboards and MS Project to align financial timelines with implementation milestones.
- Records & Safeguards: Maintain digitized repositories, ensure confidentiality, and follow information-security expectations for financial data.
- Other duties assigned by the competent authority for successful delivery.
Eligibility & Experience
- Education: Master’s/Bachelor’s (16 years) degree (at least 2nd Division) in Finance/Commerce/Accounts from an HEC-recognized university/institution.
- Experience: Five (05) years relevant experience in reputable public/private organizations.
- IT Proficiency (Compulsory): MS Office (advanced Excel for modeling/reconciliations; Word/PowerPoint for documentation) and MS Project (to align financial schedules with project plans).
- Preferred Exposure: Public-sector development projects; grant management; multi-site implementations; coordination with universities/NGOs; audit liaison.
Skills Profile
- Budget formulation, cash-flow forecasting, and variance control
- Transaction review, documentation hygiene, and maker–checker controls
- Reconciliations (bank, ledger, advances/liquidations) and asset registers
- Reporting dashboards and narrative justifications for leadership/donors
- Fluency with spreadsheets (lookups, pivots), templates, and checklists
- Clear communication, stakeholder coordination, and deadline discipline
Age, Quota & Posting
- Quota: Punjab = 1 (Open Merit within the province).
- Maximum Age: Up to 50 years on the closing date (as per advertisement).
- Posting: Selected candidates can be placed anywhere in Pakistan per project needs; administrative liaison with HEC Secretariat, H-9, Islamabad.
