Job Description:
FOSPAH Jobs 2025 invites accomplished professionals to join the Federal Ombudsperson Secretariat for Protection Against Harassment of Women at the Workplace as Advisor International Cooperation and Strategic Guidance in Islamabad.

This senior advisory role leads FOSPAH’s international and national engagement agenda—building strategic partnerships with ombudsman networks and multilateral bodies, coordinating Memoranda of Understanding, and serving as the primary liaison for high-level diplomatic correspondence.

The Advisor will represent the institution at conferences and working groups, design and execute a comprehensive engagement strategy, guide publications and knowledge products that elevate FOSPAH’s work, and advise leadership on adopting global best practices to the local context.

The role also drives innovation in legal and administrative processes, including digitization; oversees compliance strategy and inspections; organizes webinars, workshops and joint research with partner institutions; and strengthens capacity across public and private organizations on the 2010 and 2020 Acts.

Deliverables include high-quality briefs, reports, speeches and presentations for the Federal Ombudsperson, along with sustained advocacy to enhance FOSPAH’s visibility and leadership across national and international forums.

Key Responsibilities

  • Lead national and international cooperation strategy aligned to FOSPAH’s mandate.
  • Identify, establish and nurture partnerships with ombudsman institutions and associations such as IOI, AOA, EOA and AOM, as well as relevant national bodies and multilaterals.
  • Serve as primary liaison for official correspondence and diplomatic engagements; manage incoming and outgoing delegations, visit programs, logistics and high-level meetings.
  • Coordinate and monitor MoUs and other cooperation instruments with partner institutions.
  • Represent FOSPAH at conferences, seminars and working groups; articulate institutional priorities and share best practices.
  • Guide articles, research notes and communication products to highlight FOSPAH’s workplace protections and outcomes.
  • Advise leadership on adopting international best practices tailored to local context; champion innovation and digitization of legal and administrative processes.
  • Oversee compliance strategy and inspections; provide performance insights and risk-mitigation recommendations.
  • Organize webinars, workshops and joint research projects; drive capacity building for public and private organizations on the 2010 and 2020 Acts.
  • Prepare briefings, reports, speeches and presentations for the Federal Ombudsperson; advocate for FOSPAH’s perspective in national and international forums.
  • Perform any other duties assigned by the Honorable Ombudsperson.

Qualifications

  • Master’s degree in International Relations, Law, Public Administration, Public Policy, Political Science, or a closely related field from a reputable institution; a PhD will be an advantage.
  • Minimum 15 years of progressive professional experience in national and international relations, diplomacy or development, including time in advisory and coordination roles.
  • Demonstrated experience dealing with senior officials and diplomats in multicultural environments.
  • In-depth understanding of the structure and functioning of national and international organizations and the global governance landscape.
  • Proven leadership in strategy, stakeholder management, communications and process digitization.

Terms and Application

  • Contract: One year, extendable based on satisfactory performance.
