The Federal Government, in close coordination with the Petroleum Division and state-owned gas utility distribution companies, has finalized a comprehensive winter gas load management plan aimed at safeguarding domestic consumers from severe heating and cooking fuel shortages during the upcoming peak winter months. Presiding over a high-level energy review meeting in Islamabad, Prime Minister Shehbaz Sharif directed regulatory authorities to guarantee uninterrupted gas pressure for domestic households during vital meal-preparation hours.

Under the finalized framework, Sui Northern Gas Pipelines Limited (SNGPL) and Sui Southern Gas Company (SSGC) have been instructed to prioritize the distribution of indigenous natural gas to residential consumers, while Regasified Liquefied Natural Gas (RLNG) imports will be channeled predominantly toward industrial manufacturing and commercial power generation.

Domestic Supply Windows and Operational Protocols

Recognizing the acute hardships experienced by urban and rural households during past winters, the Petroleum Division has instituted a strictly monitored supply schedule. Gas utilities will provide full-pressure supplies during designated morning, afternoon, and evening cooking hours across Punjab, Khyber Pakhtunkhwa, Sindh, and Balochistan. Field monitoring teams equipped with automated pressure sensors have been deployed to detect distribution bottlenecks and curb illegal compressor usage.

Prime Minister Shehbaz Sharif instructed the managing directors of both gas utilities to establish round-the-clock rapid response centers to resolve localized supply complaints without bureaucratic delay. The administration emphasized that zero tolerance will be observed for unauthorized industrial diversions that compromise household gas availability.

Procurement of 26 LNG Cargoes and Terminal Access

To bridge the widening seasonal supply deficit, the government has prepared an import schedule involving the procurement of 25 to 26 LNG cargoes between November and February. The import strategy blends long-term government-to-government contracts—chiefly with Qatar—alongside spot market tenders timed to capitalize on favorable international freight quotes.

In a major regulatory development, the federal government is finalizing amendments to open liquefied natural gas import terminals to third-party access. This policy shift enables private sector power plants and industrial consortia to import LNG cargoes independently, optimizing terminal throughput capacity and reducing the financial burden on the national exchequer.

Alternative Energy Financing and Energy Efficiency

To ease aggregate demand on the natural gas grid, the Ministry of Energy is launching a national public awareness campaign encouraging consumers to adopt energy-efficient appliances. The government is coordinating with the State Bank of Pakistan and commercial banks to introduce subsidized financing schemes for households transitioning to electric space heaters, solar water heating systems, and energy-conserving geysers.

The finalized load management summary will be submitted for formal ratification to the Cabinet Committee on Energy (CCOE) later this week.
