The Higher Education Commission (HEC), Pakistan is inviting applications from Pakistani nationals for Project Manager (PPS-09) on a contract under the Green Youth Movement – PM Youth Programme. This is an opportunity to steer a nationwide effort that mobilizes students and campuses for climate action, green entrepreneurship, and sustainability projects—while building your own portfolio in end-to-end project management, donor/stakeholder coordination, reporting, and delivery at scale.

This role is merit-based (Open Merit = 1 seat) and carries a consolidated monthly package of PKR 218,750 (all-inclusive). The maximum age on the closing date is 50 years. About HEC & the Green Youth Movement

The Higher Education Commission is the apex body for higher education in Pakistan, working with public and private universities to enhance quality, access, research, and innovation. Under the PM Youth Programme, the Green Youth Movement supports campuses to initiate and scale green practices—waste management, water conservation, energy efficiency, eco-clubs, green startups, and awareness campaigns. As Project Manager (PPS-09) you will translate policy into action, turning strategy into measurable outputs and outcomes across multiple regions.

Role Summary

The Project Manager (PPS-09) is the operational lead for the project—planning, budgeting, scheduling, mobilization, procurement coordination, M&E, and stakeholder management. You’ll collaborate with internal HEC cells, universities, provincial counterparts, and partners to ensure smooth execution, timely reporting, audit-ready documentation, and visible results. Proficiency in MS Office and MS Project is compulsory to manage timelines, resources, and dependencies.

Key Responsibilities

  • Project Planning & Scheduling: Prepare and maintain work plans, Gantt charts in MS Project, and risk/issue registers; align milestones with PM Youth Programme objectives.
  • Delivery & Coordination: Drive implementation with universities and partner organizations; oversee calls for proposals, field activations, and campus-level interventions.
  • Budgeting & Compliance: Support budget prep, track burn rates, ensure spending adheres to approved heads, and maintain complete vouchers/records for audits.
  • Procurement Support: Prepare TORs/SoWs, consolidate specifications, and liaise with the procurement function as per applicable rules/SOPs.
  • Stakeholder Engagement: Convene meetings, maintain minutes, manage communications with government entities, donors/partners, and campus focal persons.
  • Monitoring, Evaluation & Reporting: Define KPIs, collect evidence, compile periodic progress reports, case studies, dashboards, and completion reports.
  • Quality & Safeguards: Enforce data quality, documentation hygiene, E&S considerations, GRM tracking, and audit readiness.
  • Knowledge & Visibility: Capture lessons learned, success stories, and develop communication collateral in coordination with the media/communications team.
  • Any other tasks assigned by the competent authority for successful project execution.

Eligibility & Experience for HEC Pakistan Jobs 2025 Project Manager

  • Education: Master’s/Bachelor’s (16 years) in any field (minimum 2nd Division) from an HEC-recognized university/institution.
  • Experience: Five (05) years of relevant experience in reputable public/private sector organizations, including at least three (03) years in project management.
  • IT Tools (Compulsory): MS Office (Excel, Word, PowerPoint) and MS Project for scheduling/control.
  • Preferred Exposure: Public sector projects, multi-stakeholder coordination, university engagement, sustainability/green programs, or youth development.
