The Higher Education Commission (HEC) of Pakistan is offering Undergraduate Scholarships 2025-26 specifically for outstanding students from Balochistan and the Erstwhile FATA (merged districts). These scholarships are part of the project titled “Provision of Higher Education Opportunities for Students of Balochistan & Erstwhile FATA (Phase-II)”, Batch-IV, and cover all disciplines at HEC-recognized public and private universities or degree-awarding institutions across Pakistan.

This initiative aims to provide equal access to higher education for meritorious students from underrepresented regions and to encourage academic excellence in all fields of study.

Eligibility Criteria

To be eligible for HEC Undergraduate Scholarships 2025-26, applicants must:

  1. Be 22 years old or younger on the closing date of the advertisement.
  2. Hold valid domiciles for both the applicant and their father from Balochistan Province or Erstwhile FATA (merged districts).
  3. Have completed 12 years of education with at least 60% marks in FA/F.Sc./ICS/DAE or equivalent.
  4. Not have previously availed the mentioned academic qualifications before the closing date.
  5. Not be currently receiving any other HEC or Government scholarship.
  6. Not be awaiting results for their current qualification.

Foreign or dual nationals are not eligible, and all applicants must possess a valid CNIC or NADRA-issued Juvenile Card if under 18 years of age.

How to Apply for HEC Undergraduate Scholarships 2025-26

Applicants must submit their applications online through the HEC website at Apply Now. Follow these steps carefully:

  1. Complete the online application form and upload:
    • CNIC (or Juvenile Card for applicants under 18)
    • Applicant’s valid domicile/local certificate (attested by District Commissioner/DC)
    • Educational documents (Matric, F.Sc., ICS, DAE, O-level/A-level)
  2. Pay a non-refundable fee of Rs. 500 via 1Link 1Bill invoice. Payment can be made through ATM, Internet Banking, or Mobile Banking:
    • Select 1Bill invoice payment service in your banking app.
    • Enter the consumer number generated by the HEC portal.
    • Confirm payment online.
  3. After payment, click “Verify Online Payment” on the application form.
  4. Preview your application carefully before submission. Incomplete or unsaved applications will not be considered.
  5. Ensure you receive email acknowledgment confirming your application submission and payment verification.

Important Notes

  • Scholarships will be awarded based on Merit and District Quota.
  • Applicants will be shortlisted using Academic Credentials and Aptitude Test Scores (conducted by HEC).
  • 50% of the final score will come from the Aptitude Test.
  • Reserved seat distribution for Balochistan & Erstwhile FATA is 85:15.
  • All disciplines, including medical programs, will be awarded on open merit among selected scholars only. PMDC/C eligibility criteria apply where relevant.
  • Students already enrolled in Medical/Dental Colleges or Engineering programs will not be considered for reserved seats but may apply for other scholarships if eligible on merit.
