Role Introduction
The Heritage Specialist will anchor policy-to-practice translation for heritage conservation across Punjab’s cultural assets—monuments, archaeological sites, historic urban landscapes, and museum collections. You will guide evidence-based conservation, champion community engagement, and help position priority sites for sustainable heritage tourism. The role blends technical stewardship (research, documentation, conservation planning) with program management (procurement inputs, consultant oversight, reporting, and inter-agency coordination).
Key Responsibilities
- Conservation Strategy & Planning: Lead or support preparation of Conservation Management Plans (CMPs), site-specific conservation proposals, prioritization matrices, and budgeting aligned with best practice and local laws.
- Technical Documentation: Oversee historical research, condition assessments, measured drawings, photographic archives, GIS/site mapping, and digital records for assets under the project.
- Works Supervision: Review drawings/BoQs, vet conservation methods and materials, and monitor contractor/consultant outputs against agreed standards and charters.
- Legal & Policy Alignment: Ensure interventions comply with Punjab heritage legislation, Antiquities/Monuments rules, environmental requirements, and departmental SOPs.
- Community & Stakeholder Engagement: Design outreach for local communities, custodians, and civil society; integrate livelihoods and visitor-management perspectives where feasible.
- Heritage Tourism Enablement: Identify interpretive opportunities, signage, trails, and visitor facilities that respect authenticity and integrity; coordinate with tourism partners.
- Capacity Building: Conduct trainings, workshops, and mentoring for departmental and field staff on documentation, preventive conservation, and maintenance.
- Reporting & M&E: Produce progress reports, dashboards, and presentation briefs; track KPIs and risk registers, and assist in third-party validation.
- Any other duties assigned by the Project Director/Director General for successful delivery.
Eligibility & Qualifications
- Education: Master’s degree (16 years) in History, Archaeology, Architecture, or a related field from an HEC-recognized institution. A master’s in Heritage Management (or closely related discipline) is desirable.
- Experience: Minimum 7 years of heritage management experience covering conservation and promotion of cultural heritage sites/monuments. Exposure to community engagement and heritage tourism will be advantageous.
- Core Competencies: Conservation principles and ethics; documentation methods; project and contract administration; stakeholder facilitation; reporting; and policy literacy.
- Soft Skills: Field-readiness, intercultural communication, problem solving, and collaborative leadership.
