An International Monetary Fund (IMF) mission has officially commenced formal policy discussions in Islamabad for the fourth review of Pakistan's $7 billion Extended Fund Facility (EFF) alongside the third review of the $1.4 billion Resilience and Sustainability Facility (RSF), opening a critical two-week evaluation window that will determine the release of an estimated $1.2 billion in multilateral funding.
The IMF delegation, led by Iva Petrova, Adviser in the Fund's Middle East and Central Asia Department, arrived at the Ministry of Finance following preliminary technical consultations held with the State Bank of Pakistan and provincial revenue authorities in Karachi. Federal Minister for Finance and Revenue Muhammad Aurangzeb led the Pakistani team during the inaugural kick-off session, presenting a detailed overview of first-quarter fiscal performance, revenue mobilization benchmarks, and sovereign debt consolidation efforts.
Review scope and policy benchmarks
The mission is evaluating economic performance up to the end of June 2026, alongside current budgetary trends and structural reform implementation. Key agenda items include assessing the Federal Board of Revenue's (FBR) tax collection trajectory, broadening the retail and agricultural income tax bases, circular debt containment across the energy sector, and targeted social safety net disbursements under the Benazir Income Support Programme.
Discussions will also focus on statutory compliance surrounding the Sovereign Wealth Fund (SWF) governance framework and the progress of state-owned enterprise (SOE) privatization, including the restructuring roadmap for the national flag carrier and power distribution companies. Finance ministry officials expressed confidence in meeting primary balance targets and external financing benchmarks despite ongoing regional economic headwinds.
Tranche disbursement and economic stability
A successful staff-level agreement (SLA) at the conclusion of the Islamabad talks will pave the way for formal submission to the IMF Executive Board for final approval, anticipated before the end of November. The combined disbursement of approximately $1 billion under the EFF and $200 million under climate resilience financing will reinforce official foreign exchange reserves and maintain macroeconomic stability.
Pakistani authorities reaffirmed their commitment to maintaining a market-determined exchange rate, prudent monetary policy stance, and disciplined fiscal management to ensure sustainable economic recovery and sustained investor confidence.
