Core Responsibilities
The Inspector/Field Officer will play a vital role in the surveillance and enforcement of Pakistan’s Biosafety Rules, 2005, focusing on activities related to Genetically Modified Organisms (GMOs) and their products. This is a field-oriented role that requires a balance of scientific knowledge and regulatory compliance skills.
Key Duties and Functions:
- Field Inspection & Monitoring: Conduct on-site inspections and monitoring visits to laboratories, field trial sites, storage facilities, and other locations involved in the handling, research, or commercialization of GMOs/Living Modified Organisms (LMOs), ensuring strict adherence to the Pakistan Biosafety Rules & Guidelines.
- Compliance Verification: Verify compliance with biosafety licenses, consignment-specific permits, and institutional biosafety protocols for activities like laboratory manipulation, field trials, import/export, and commercialization of GM crops (e.g., Bt Cotton, GM Corn) and other products.
- Sampling and Documentation: Collect environmental or product samples for analysis, and meticulously document findings, non-compliance issues, and corrective actions required in detailed inspection reports.
- Biosafety Regulation Support: Assist the National Biosafety Centre (NBC) and the Technical Advisory Committee (TAC) in reviewing applications and cases for GMO regulation, leveraging your practical knowledge of lab and field techniques.
- Stakeholder Liaison: Communicate effectively with research institutions, agricultural companies, importers, and other stakeholders regarding biosafety regulations and compliance requirements.
- Data Management: Contribute to the digital records and reporting via the Pakistan Biosafety Clearing-House (Pak-BCH) portal.
Required Qualification & Experience
To demonstrate the required Expertise and Experience, candidates must meet the following criteria:
- Educational Qualification: Second class Bachelor of Science (BS) degree in a relevant field such as:
- Microbiology
- Biochemistry
- Biological Sciences
- Agriculture
- Practical Knowledge (Experience): Must possess practical knowledge of:
- Biosafety principles and practices.
- Biotechnology and Genetic Engineering techniques.
- Technical Understanding (Expertise): Clear understanding of modern lab techniques relevant to molecular biology and genetic manipulation.
