In heavy machinery and industrial turnkey contracting, winning viable and profitable bids demands rigorous engineering cost estimation, detailed Bill of Quantities (BOQ) analyses, and competitive commercial proposal drafting. The Proposals & Estimation Department at HMC prepares complex technical and financial tender submissions for public tenders, international competitive biddings (ICB), and private industrial clients seeking custom-manufactured engineering solutions.
Operational Responsibilities and Technical Deliverables
The Manager (Proposals & Estimation) leads the commercial estimation and bidding process for capital goods. Key duties include:
- Analyzing client tender dossiers, technical specifications, and engineering drawings to execute precise material take-offs (MTO).
- Calculating comprehensive direct and indirect fabrication costs covering raw alloy steel, machining hours, heat treatment, consumables, and erection labor.
- Formulating competitive pricing strategies, markups, contingency allowances, and foreign exchange volatility cushions.
- Collaborating with procurement, foundry, and design engineering teams to validate supplier quotations and manufacturing feasibility.
- Drafting complete technical and commercial proposal packages and participating in pre-bid conferences and post-tender commercial clarifications.

Engineers holding an HEC-recognized BE/BSc Engineering degree with ten years of proven proposal preparation and cost estimation experience must organize the following portfolio:
