The Short Term Expert provides high-level strategic advisory to NAVTTC leadership to enhance human capital operations, organizational restructuring, and recruitment governance.
Operational Scope and Human Resource Advisory Deliverables
The Short Term Expert will assist NAVTTC executive management across critical institutional HR functions and project human resource operations. Key duties include:
- Conducting comprehensive organizational workload assessments and identifying project staffing requirements across federal and regional directorates.
- Drafting and updating competency-based job descriptions, Terms of Reference (TORs), and personnel performance evaluation matrices.
- Assisting institutional shortlisting committees in vetting candidate credentials against approved service frameworks.
- Developing specialized diagnostic tests, rubric scoring systems, and competency interview questions for recruitment drives.
- Standardizing internal HR standard operating procedures (SOPs) in compliance with federal civil and project personnel guidelines.
