Role Overview

As CDCO, you will lead the full project lifecycle for JMC&RC’s design and construction streams—from concept/design development through procurement, execution, commissioning, and handover. You’ll align architects, engineers, EPC/turnkey contractors, owner’s engineers, and independent consultants to deliver a modern, safe, and compliant clinical campus. Your mandate includes scope governance, budget control, schedule assurance, and conformance to international healthcare standards (e.g., JCI/IHRA alignment for built environment, safety, and infection control considerations). You will work closely with the Chief Corporate Services Officer (CCSO), CFO, clinical leadership, facilities/engineering teams, and government stakeholders to ensure each milestone is met and the facility is ready for service activation.

Key Responsibilities

  • Lead multi-disciplinary design and construction management for a large healthcare campus; own schedule, budget, scope, quality, and risk registers.
  • Drive design coordination (architecture, civil, MEP, medical gases, HVAC, fire & life safety, vertical transportation, ICT/ELV, utilities) to achieve code compliance and clinical functionality.
  • Establish project controls (WBS, baselines, S-curves, earned value, change control, claims avoidance) and ensure transparent reporting to the steering committee.
  • Manage EPC/contractor performance against contracts, BoQs, drawings, and method statements; enforce QA/QC, HSE, and site logistics plans.
  • Coordinate with clinical and operations stakeholders to ensure layouts, patient flows, infection-control pathways, and commissioning plans meet healthcare standards.
  • Oversee third-party consultants (design review, peer checks, supervision, testing & commissioning) and maintain robust RFI/submittal workflows.
  • Lead risk, design-safety, constructability, and value-engineering workshops to optimize cost and time while preserving clinical outcomes.
  • Ensure regulatory approvals, utilities interfaces, and authority NOCs are obtained on time; manage inspection and occupancy certifications.
  • Plan commissioning, integrated systems testing, and phased handovers with comprehensive O&M documentation and training.

Required Qualifications & Profile

  • Education: 16 years of education in Construction Management, Civil Engineering, or a related discipline from a recognized institution.
  • Experience: 10+ years in construction management with at least 5 years in senior supervisory roles. Preference for candidates who have delivered hospital/healthcare projects and managed large-scale programs (≈ PKR 20B+) with multiple contractors and consultants.
  • Familiarity with JCI/IHRA standards and healthcare-facility design norms; strong command of project management, communication, compliance, and contractor governance.
  • Demonstrated success with project controls, procurement strategies, dispute/claim avoidance, and stakeholder management in the public sector.

Experience Requirements (schema parity): Minimum 120 months total construction-management experience.
