Role Overview

As COO, you will be the senior operational leader for JMC&RC, responsible for translating the strategic vision into day-to-day execution across hospital operations, clinical support services, facilities, supply chain, quality/compliance, information systems, and people processes. You will partner closely with the Chief Corporate Services Officer (CCSO), Chief Financial Officer (CFO), clinical leadership, EPC/construction partners, and government stakeholders to ensure the project is delivered on time, on budget, and to international standards.

Key Responsibilities

  • Lead end-to-end hospital operations for a large, complex public-sector healthcare institution, ensuring continuity of patient services, safety, and compliance.
  • Operationalize strategic plans and annual operating budgets; drive KPIs for throughput, patient experience, quality, and efficiency.
  • Build and govern robust SOPs across clinical support, diagnostics, pharmacy, procurement, logistics, facilities, housekeeping, and security.
  • Champion international quality and safety standards (e.g., JCI/IHRA alignment), internal audits, corrective actions, and compliance reporting.
  • Partner with EPC/construction, engineering, and projects teams to align commissioning, handovers, and readiness of care areas.
  • Lead data-driven performance management using dashboards for volumes, costs, staffing, inventory turns, and service levels.
  • Develop vendor and outsourced-service strategies; negotiate SLAs and monitor delivery against milestones.
  • Inspire and mentor cross-functional leaders; strengthen a culture of accountability, patient-centered care, and continuous improvement.
  • Liaise with ministries, regulators, insurers, and external partners to facilitate smooth, compliant operations.

Required Qualifications & Profile

  • Education: Master’s degree in Business Administration (MBA), Management, Health Administration, or PhD in Nursing from a recognized local or foreign university. Preference will be given to candidates with MBBS or equivalent.
  • Experience: Minimum 15 years in senior management roles within the healthcare sector, including at least 5 years in top senior leadership roles.
  • Proven leadership in reputable, large healthcare institutions/organizations with demonstrable impact on quality, service, and financial outcomes.
  • Advanced stakeholder management with government, public-sector entities, consultants, and contractors; impeccable communication and governance skills.

Experience Requirements (for schema parity): 180+ months total, including 60+ months in top senior leadership.

Compensation & Benefits

This position offers a market-based monthly salary with government benefits as per rules and project policies. Final compensation will align with candidate credentials and market benchmarks for comparable public-sector healthcare COO roles.
