Join the Government of Pakistan’s Ministry of National Health Services, Regulations and Coordination (MNHSRC) as Manager Accounts Payable for the Jinnah Medical Complex and Research Center (JMC&RC), Islamabad. This role is built for a finance professional who has led high-volume AP operations on large infrastructure or EPC projects—owning invoice validation, milestone payments, tax compliance, and vendor reconciliations end to end.

Role Overview

You will lead the Accounts Payable function and serve as the process owner for vendor payments across construction, procurement, legal, and finance interfaces. Your remit includes setting up robust AP workflows, validating documentation against contracts, POs, and work completion certificates (WCCs), and ensuring timely payments aligned with project budgets and cash-flow plans. You’ll strengthen internal controls, maintain audit-ready records, and publish transparent AP dashboards—aging, exceptions, accruals, and taxes—so leadership can make informed decisions. Close coordination with EPC contractors, banks, and external auditors will be central to your success.

Key Responsibilities

  • Supervise the full AP cycle from invoice intake to payment, ensuring three-way matching (contract/PO/WCC) and budget availability.
  • Implement and enforce AP workflows and internal controls, including maker–checker approvals and segregation of duties.
  • Validate tax deductions at source; prepare FBR/SECP-compliant filings and ensure timely statutory submissions.
  • Manage milestone payments and retention releases as per contract; track claims, variations, and liquidated-damages implications with Legal/Projects.
  • Publish weekly AP & aging reports, cash forecasts for payment runs, and month-end accrual schedules.
  • Lead vendor reconciliations, bank liaison, and external audit support; resolve exceptions and root causes.
  • Partner with Construction, Procurement, and Project Controls to align payment triggers with site progress and S-curve baselines.
  • Drive continuous improvement—SOPs, checklists, and automation opportunities in ERP/finance systems.

Required Qualifications & Profile

  • Education: CA Finalist / ACCA / ICMA / MBA (Finance) from a recognized institution.
  • Experience: 6–8 years relevant AP experience, including 3+ years in a managerial role; prior work on large-scale infrastructure/EPC programs preferred.
  • Strong understanding of EPC contracts, financial workflows, milestone structures, and Pakistan tax/regulatory compliance.
  • Detail orientation, integrity, and stakeholder management with banks, auditors, and cross-functional teams.

Compensation & Benefits

Market-based monthly salary: PKR 250,000 – PKR 700,000, aligned to qualifications and role scope. Benefits as per rules/policies.
