The Sr Manager Procurement (PPS-10) is a senior project role responsible for end-to-end procurement across complex, donor-funded work streams. The position requires rigorous planning, transparent processes, and compliance with national and World Bank procurement frameworks. The selected professional will work with technical leads, finance, legal, and monitoring functions to ensure timely, value-for-money acquisitions that withstand audit and deliver project outcomes.

Job Detail Section

As Sr Manager Procurement, you will design and execute procurement plans aligned with DEEP’s annual work program and financing agreements. You will prepare, review, and clear solicitation documents (EOIs, REOIs, RFQs, RFPs, bidding documents), develop evaluation criteria, constitute and support evaluation committees, and maintain a robust audit trail across the procurement cycle. The role is hands-on, requiring punctual market research, cost reasonableness analysis, and proactive risk mitigation to safeguard timelines and value for money.

You will interface with the World Bank (or other financiers, if applicable) for prior/post review, respond to procurement queries and complaints, and ensure all steps meet applicable rules and the project’s Procurement Plan. The Sr Manager will coordinate closely with technical teams to translate specifications into fit-for-purpose procurement strategies (goods, works, non-consulting services, individual consultants, and firm-based assignments). A strong command of national rules, donor guidelines, and e-procurement practices is crucial, as is the ability to train and mentor project staff in process discipline, documentation standards, and record retention.


Eligibility Criteria

  • Qualification: As per TORs available on the MOITT website/National Job Portal. Strong preference for advanced degrees/certifications in procurement, supply chain, business/finance, engineering, or public administration; relevant donor-recognized certifications (e.g., CIPS) are a plus.
  • Experience: As per TORs on the official sites. Prior work leading procurement for donor-funded projects (World Bank or similar IFIs), public-sector projects, or large-scale ICT programs is highly desirable.
  • Competencies: Procurement planning; drafting competitive documents; bid/proposal evaluation; contract management; market analysis; stakeholder coordination; audit readiness; excellent written and verbal communication; solid command of MS Office and record-management tools.

Responsibilities

  • Lead planning, tendering, evaluation, award, and contract finalization in line with the approved Procurement Plan.
  • Prepare/clear EOIs, RFQs, RFPs, bidding documents, TORs/SoWs, evaluation reports, and notices.
  • Ensure full compliance with applicable national rules and World Bank procurement regulations, including prior/post reviews.
  • Maintain complete documentation and audit trail; manage procurement complaints and clarifications.
  • Coordinate with technical, finance, legal, and M&E teams to keep timelines and budgets on track.
  • Track supplier performance and support contract administration and amendments where needed.
  • Provide capacity building to project staff on procurement procedures and controls.
