About the Digital Economy Enhancement Project
The Digital Economy Enhancement Project supports the Government of Pakistan in improving digitally enabled services for citizens and businesses. Its work includes digital public infrastructure, responsible data exchange, digital authentication, verifiable credentials, digitization of government services and development of integrated digital platforms.
The project also supports Pakistan's broader digital connectivity agenda. This includes improving fixed broadband infrastructure, increasing fiberization, strengthening telecom networks, supporting the National Fiberization Policy and creating an enabling environment for wider access to digital services.
The Ministry of Information Technology and Telecommunication is Pakistan's federal ministry responsible for policy development and coordination in information technology and telecommunications.
Purpose of the Consultant Position
The Senior Telecom Policy and Strategy Consultant will provide senior-level technical and policy oversight for telecom and digital connectivity initiatives being undertaken through the project.
A major part of the assignment is to supervise and provide technical guidance to consulting firms engaged by the Ministry for projects such as the Single Window Right of Way Portal and the National Fiberization Policy and operational plan.
The consultant will also help develop strategies aimed at strengthening Pakistan's telecommunications infrastructure, improving affordability, expanding digital adoption and positioning the country as a regional digital connectivity hub.
Key Responsibilities
The selected consultant is expected to:
- Provide technical oversight for the development and implementation of the Single Window Right of Way Portal.
- Support implementation of reforms relating to telecom Right of Way processes.
- Guide the development of Pakistan's National Fiberization Policy and operational roadmap.
- Review international benchmarks and recommend practical approaches for expanding fiber-optic infrastructure.
- Help identify regulatory, technical, financial and investment requirements for national fiberization.
- Recommend measures to improve the affordability of telecom and broadband services.
- Support initiatives aimed at generating greater demand for digital and telecom services.
- Advise on resilience and long-term development of Pakistan's telecommunications infrastructure.
- Contribute to policies concerning regional digital connectivity, cross-border connectivity, data sovereignty and digital infrastructure.
- Facilitate technical cooperation with governments, international organizations, development partners and industry stakeholders.
- Support analysis of the telecommunications taxation framework and recommend appropriate policy, regulatory and fiscal reforms.
