About PMDC & the Role

Pakistan Mineral Development Corporation (PMDC) is a federal, state-owned enterprise under the Ministry of Energy (Petroleum Division) responsible for exploration, mining, and marketing of minerals across Pakistan. As Manager Legal and Contracts, you will be the in-house anchor for legal compliance, corporate governance, and end-to-end contract lifecycle management that enables safe, responsible mining and transparent commercial operations.

This Manager Legal and Contracts role blends policy interpretation with practical delivery. You’ll safeguard PMDC’s interests in court and at the negotiation table, while building internal standards for robust documentation, proactive risk management, and timely dispute resolution. The position reports to senior leadership and collaborates with Exploration, Mining, Procurement, HR, Finance, HSE, and Projects.

  • Ensure PMDC operates within the legal frameworks applicable to mining: environmental, labor, safety, PPRA, corporate and commercial laws.
  • Design and implement legal compliance and corporate governance policies; maintain statutory registers and ensure timely filings.
  • Identify legal risks in projects, tenders, MOUs/JVs, and operations; recommend mitigation strategies and controls.
  • Manage all Commercial/Civil/Criminal litigation; draft/review pleadings; coordinate external counsel, evidence preparation, and court schedules; lead settlement negotiations when appropriate.
  • Lead labor dispute handling: conciliation, arbitration, and compliance with awards.
  • Advise departments on corporate and commercial matters including IP, land/lease, insurance, indemnities, and regulatory approvals.
  • Prepare/review RFPs, tender documents, and addenda; verify legal completeness and PPRA alignment.
  • Draft, review, and vet contracts/agreements (procurement, services, EPC, NDAs, consultancy, SLAs, MOUs, JVs); standardize templates and checklists.
  • Build a searchable contract repository; monitor obligations, renewals, performance securities, and claims.
  • Conduct training for teams on contract hygiene, records management, and litigation readiness.

Eligibility & Qualifications

  • Education: LLB from an HEC-recognized institution. (Valid license to practice law in Pakistan is preferred.)
  • Experience: 10+ years post-qualification in Legal & Corporate Affairs, Contract Drafting/Vetting, Legal Documentation, and Litigation. Public-sector or large industrial entity experience preferred.
  • Core Skills: Contract strategy, PPRA understanding, negotiation, drafting, legal research, stakeholder management, and structured documentation.
  • Age Limit: Up to 50 years (on the closing date).
