  • Education: Sixteen (16) years of education (Second Division) in Public Policy or Economics from an HEC-recognized university.
  • Experience: One (01) year relevant experience from a public or private sector organization (private experience accepted if the entity is registered with SECP or another regulator).

Skills Requirements

  • Policy & Economic Analysis: policy briefs, impact evaluation, benefit–cost thinking.
  • Data & Evidence: basic statistics, dashboards, literature scanning, and citations.
  • Writing & Presentation: concise notes for decision-makers; stakeholder communications.
  • Coordination: work with HED units, universities/colleges, and other government bodies.
  • IT: strong Microsoft Office and document management.

Responsibilities

  • Draft policy notes, options papers, and evidence-backed recommendations.
  • Support scheme preparation and reviews aligned with sector priorities.
  • Build simple monitoring frameworks and assist in progress reporting.
  • Liaise with universities/colleges and line departments for inputs and validation.

Written Test / Syllabus

  • One-paper MCQ: 100 marks, 90 minutes.
  • Weighting: Public Policy (≈40%), Economics (≈40%), General Ability (≈20%) including General Knowledge, Pakistan Studies, Current Affairs, Geography, Basic Math, English, Urdu, Everyday Science, Basic Computer Studies.
