The Ministry of Planning, Development & Special Initiatives is inviting applications from qualified and motivated professionals for Sector Specialist positions under the Capacity Building and Institutional Strengthening Project. These positions are purely on a contract basis and are intended for experts who can provide strategic, policy, and technical advice to strengthen institutional capabilities across vital sectors.
About the Ministry
The Ministry of Planning, Development & Special Initiatives serves as the apex policy and planning body of the Government of Pakistan. It provides technical, analytical, and professional inputs to formulate and implement socio-economic policies, monitor development programs, and support innovation and capacity building in government institutions. This Ministry is pivotal in shaping Pakistan’s economic and developmental strategies and ensures informed decision-making at the federal level.
Available Positions
The Ministry is seeking Sector Experts / Specialists in the following areas:
- Innovation and Productive Specialist
- Export Policy Specialist
Pay Scale: PPS-10
Contract Type: Purely contractual on merit basis
Location: Islamabad (Ministry Headquarters)
Reporting To: Project Director, Capacity Building and Institutional Strengthening
Eligibility & Requirements
Qualification:
- Minimum Master’s degree or higher in the relevant field from an HEC-recognized institution.
Experience:
- Minimum 12 years’ experience in the respective sector.
- Experience in public sector organizations is preferred.
Skills & Competencies:
- Strong analytical and research capabilities.
- Policy formulation and advisory experience.
- Excellent communication and stakeholder management skills.
- Demonstrated ability to contribute to institutional strengthening and sector-specific projects.
Roles & Responsibilities
Sector Specialists will be responsible for:
- Providing technical and strategic advice in assigned sectors.
- Supporting policy formulation, planning, and implementation processes.
- Conducting research, analysis, and sector assessments.
- Preparing policy briefs, reports, and recommendations for senior management.
- Contributing to capacity building initiatives and institutional strengthening programs.
- Coordinating with government agencies, stakeholders, and relevant departments.
- Monitoring project performance and providing sector-specific insights.
Remuneration
- Salary: Competitive market-based package as per PPS-10, based on qualifications and experience.
- Additional benefits may include performance incentives as per government guidelines.
