About the Role

The Performance Management & Reforms Unit (PMRU) at the Implementation & Coordination Wing, S&GAD, is seeking a Web Developer (PPS-09) to build and maintain citizen-centric, high-availability web applications that support performance monitoring, reforms tracking, and service delivery across the Government of the Punjab. This is a project-based, full-time contract appointment under the development project “Capacity Building of PMRU, I&C Wing, S&GAD.”

Key Responsibilities

  • Design & Development: Build responsive, maintainable web applications and dashboards aligned with government security and accessibility standards.
  • API & Integrations: Develop and consume REST/GraphQL APIs; integrate with internal government systems where required.
  • Data & Performance: Optimize database queries (SQL/NoSQL), caching, and application performance for scale and reliability.
  • Quality Assurance: Implement automated testing (unit/integration), code reviews, and CI/CD to ensure stable releases.
  • Security & Compliance: Apply OWASP best practices, role-based access control, encryption in transit/at rest, and secure secrets management.
  • Documentation: Produce clean technical documentation (architecture, APIs, deployment runbooks) to support continuity and audits.
  • Operations: Monitor uptime, log events, handle incident response, and coordinate rollbacks/patches as needed.
  • Collaboration: Work cross-functionally with PMRU analysts and I&C stakeholders to translate policy and KPIs into usable digital products.

Required Qualifications

  • Education: 16 years of education in CS/IT/SE from an HEC-recognized institution (PEC authorization where applicable for engineering degrees).
  • Experience: 5+ years of professional web development with a demonstrable portfolio of production systems.
  • Technical Depth:
    • Proficiency in a modern backend stack (e.g., Node.js/Express, .NET Core, or Django/FastAPI)
    • Frontend expertise (e.g., React/Next.js, Angular, or Vue) with strong TypeScript/JavaScript
    • Databases: Postgres/MySQL and familiarity with at least one NoSQL store
    • Cloud/DevOps: Experience with Azure preferred (pipelines, App Service, Key Vault, storage, monitoring)
    • Version Control: Git-based workflows (GitHub/GitLab/Azure DevOps)
  • Best Practices: Security-first mindset, accessibility (WCAG awareness), testing, and documentation skills.
  • Portfolio: Links or evidence of shipped, secure, and scalable web applications.

Preferred Certifications (Added Advantage)

  • Certified Web Developer (IWA/CWD)
  • Microsoft Certified: Azure Developer Associate
  • Industry-recognized certifications in cloud, security, or frontend frameworks
